The revised framework increased the investment limits by 2.5 times and the turnover limits by two times compared with the previous thresholds. According to the Ministry of MSME, the objective is to allow businesses to grow while continuing to remain within the MSME framework.

What Is MSME Classification?

 

MSME classification determines whether an enterprise is categorized as a Micro, Small, or Medium Enterprise.

 

The current system uses a composite criterion based on two factors:

 

Investment in plant and machinery or equipment

Annual turnover

 

Both factors are considered when determining the applicable category. Therefore, businesses should not look at investment or turnover in isolation.

New MSME Classification Limits for 2026

 

The revised limits applicable in 2026 are:

These limits apply under the revised classification framework effective from 1 April 2025. The Ministry of MSME and the official Udyam Registration portal currently publish these thresholds.

 

1. Micro Enterprise

 

A business is classified as a Micro Enterprise when its investment in plant and machinery or equipment does not exceed ₹2.5 crore and its annual turnover does not exceed ₹10 crore.

 

This higher limit gives growing small businesses more room to expand while remaining within the Micro Enterprise category.

 

For example, a business with investment of ₹1.5 crore and turnover of ₹7 crore would fall within the current Micro Enterprise limits, assuming all other applicable requirements are satisfied.

 

2. Small Enterprise

 

A Small Enterprise can have investment of up to ₹25 crore and annual turnover of up to ₹100 crore.

 

The revised limits represent a significant increase from the earlier thresholds. Previously, the limits were ₹10 crore for investment and ₹50 crore for turnover.

 

The expanded limits can allow established small businesses to increase their operations and revenue without immediately moving outside the MSME framework.

 

3. Medium Enterprise

 

A Medium Enterprise can have investment of up to ₹125 crore and annual turnover of up to ₹500 crore.

 

This is substantially higher than the previous limits of ₹50 crore investment and ₹250 crore turnover.

 

The change is particularly relevant for businesses that are scaling their operations, adopting new technology, increasing production capacity, or entering larger markets.

Why Were the MSME Limits Revised?

 

The Government revised the classification criteria to give MSMEs greater scope for growth.

 

According to the Ministry of MSME, the investment and turnover limits were increased by 2.5 times and two times, respectively. The revision is intended to support scaling, improve efficiency, encourage technological adoption, and promote employment generation.

 

Previously, businesses could move out of the MSME framework relatively quickly as their investment or turnover increased. The revised limits provide a larger operating range for enterprises to expand.

What Happens If a Business Exceeds One Limit?

 

MSME classification is based on a composite investment-and-turnover criterion. If an enterprise crosses the ceiling applicable to its current category in either investment or turnover, it can move to the next higher category.

 

For example, if a Micro Enterprise remains below the investment limit but exceeds the applicable turnover limit, it may no longer remain classified as a Micro Enterprise.

 

At the same time, an enterprise does not move to a lower category unless it falls below the relevant ceiling limits for both investment and turnover.

How Are Multiple Business Units Considered?

 

Businesses operating multiple units should also understand that MSME classification is not necessarily determined separately for every unit.

 

Where multiple units have GSTINs associated with the same PAN, they are collectively treated as one enterprise for determining investment and turnover under the applicable rules.

Businesses that qualify under the current MSME criteria can apply for Udyam Registration through the official registration system.

 

The official Udyam portal states that registration is online, paperless, and based on self-declaration. It also states that investment and turnover information can be obtained through linked government databases, including applicable Income Tax and GST information.

One common mistake is using the old MSME limits of ₹1 crore, ₹10 crore, and ₹50 crore for investment or ₹5 crore, ₹50 crore, and ₹250 crore for turnover.

 

Those were the earlier limits. The revised criteria have applied since 1 April 2025.

 

Another mistake is considering only investment or only turnover. Since the classification uses both criteria, businesses should evaluate both.

 

Entrepreneurs should also avoid relying on unofficial websites for the latest classification information. The official Udyam Registration portal specifically warns users about fake registration websites and confirms that the government registration process is free.
